组织应针对相关职能、层次和质量管理体系所需的过程建立质量目标”
针对相关职能:比如为采购职能、生产职能、物控职能、品管职能设置质量目标。
针对相关层次:比如在作业层面、管理层面、决策层面设置质量目标。
针对相关过程:比如为生产过程、设计过程设置质量目标。
组织应当采取适当的技术来设立和测量质量目标,如SMART(即设定具体的、可测量的、可实现的、相关的、有时限的质量目标)、平衡记分卡、或仪表盘(商业智能仪表盘)。必要时应当更新或增加质量目标,以反映任何实施的变更

The organization should establish quality objectives for the relevant functions, levels, and processes required by the quality management system



Set quality objectives for relevant functions, such as procurement, production, material control, and quality control.



Set quality objectives at relevant levels, such as homework, management, and decision-making.



Set quality goals for related processes, such as production and design processes.



Organizations should adopt appropriate techniques to establish and measure quality goals, such as SMART (setting specific, measurable, achievable, relevant, and time limited quality goals), balanced scorecards, or dashboards (business intelligence dashboards). Quality objectives should be updated or added as necessary to reflect any implemented changes

“质量目标应与质量方针保持一致”。即,在建立质量目标时,组织应当把质量方针作为一个输入。
例如:
如果组织的质量方针里有一个超越客户期望的陈述,那它就可能有一个与准时交付或顾客投诉有关的质量目标

The quality objectives should be consistent with the quality policy. That is, when establishing quality objectives, the organization should consider the quality policy as an input.

If there is a statement in the organization's quality policy that exceeds customer expectations, it may have a quality goal related to on-time delivery or customer complaints

Quality objectives should be monitored. Quality objectives should be communicated. The organization should communicate quality objectives throughout the entire organization and, if necessary, with relevant parties.





Quality objectives should be updated in a timely manner. It is necessary to consider potential or actual changes that may affect the ability to achieve quality objectives, and take necessary measures to ensure that new factors or requirements are addressed.



The organization should maintain written information about quality objectives. Places where written information about quality goals can be maintained may include: business plans, balanced scorecards, dashboards (business intelligence dashboards), local area networks, and bulletin boards.
