8.2.2 产品和服务要求的确定
在确定向顾客提供的产品和服务的要求时,组织应确保:
a)产品和服务的要求得到规定,包括:
1)适用的法律法规要求;
2)组织认为的必要要求。
b) 提供的产品和服务能够满足所声明的要求

When determining the requirements for products and services provided to customers, the organization should ensure that:



a) The requirements for products and services are specified, including:



1) Applicable legal and regulatory requirements;



2) Necessary requirements deemed by the organization.



b) The products and services provided can meet the declared requirements

确定产品与服务的要求不仅是质量管理管理的核心输入,而且是组织质量管理意识、境界与是否具有可持续发展的原动力,适用产品或服务的法规、标准与行业指南、顾客(通过合同、明示等)要求虽然是要求的重要组成部分,但还远远不够,“组织认为的必要要求”涵盖的内容非常广泛,包括组织自身超过顾客或法规标准要求的要求、明示的承诺、认同或同意满足的相关方(组织上级、个别顾客或消费者在投诉中提出的额外要求)要求,以及行业的惯例、潜在的可能提升顾客满意与顾客忠诚度的额外产品特性与服务项目及其举措、大众认为的不言而喻的要求等,总之组织必须完整识别出以上这些要求,并通过质量管理体系的有效运行来满足这些要求。针对“要求”的理解详见第二章第三节中对术语“3.6.4 要求”的理解

Determining the requirements for products and services is not only the core input of quality management, but also the driving force for organizational quality management awareness, realm, and sustainable development.
Applicable regulations, standards, industry guidelines, and customer (through contracts, express expressions, etc.) requirements for products or services are important components of the requirements, but they are far from enough.

The content covered by "necessary requirements deemed by the organization" is very broad, This includes the organization's own requirements that exceed customer or regulatory standards, explicit commitments, and requirements of relevant parties that agree or agree to meet (additional requirements raised by the organization's superiors, individual customers, or consumers in complaints), as well as industry practices, potential additional product features and service items that may enhance customer satisfaction and loyalty, as well as measures taken, and self-evident requirements recognized by the public, In short, the organization must fully identify the above requirements and meet them through the effective operation of the quality management system. For the understanding of "requirement", please refer to the understanding of the term "3.6.4 requirement" in Chapter 2, Section 3
