领导作用
(1)领导作用和承诺

最高管理者应对以下方面,证实其对管理质量体系的领导作用和承诺

①对质量管理体系的有效性负责

②确保制定质量管理体系的质量方针和目标,并与组织环境相适应,与战略方向相一致

③确保质量管理体系要求融入组织的业务过程

④促进使用过程方法和基于风险的思维

⑤确保质量管理体系所需的资源是可获得的

⑥沟通有效的质量管理和符合质量管理体系要求的重要性

⑦确保质量管理体系实现其预期结果

⑧促使人员积极参与,指导和支持他们为质量管理体系做出贡献

⑨推动改进

⑩支持其他相关管理者在其职责范围内发挥领导的作用

(2)以顾客关注为焦点
最高管理者应通过确保以下方面,证实其以顾客为关注焦点的领导作用和承诺:
①确定、理解并持续地满足顾客要求以及适用的法律法规要求;
②确定和应对风险和机遇,这些风险和机遇可能影响产品和服务合格以及增强顾客满意的能力;
③始终致力于增强顾客满意。

(1) Leadership role and commitment
The top management should confirm their leadership role and commitment to the management quality system by addressing the following aspects
① Responsible for the effectiveness of the quality management system
② Ensure the development of quality policies and objectives for the quality management system, which are aligned with the organizational environment and strategic direction
③ Ensure the integration of quality management system requirements into the organization's business processes
④ Promote the use of process methods and risk-based thinking
⑤ Ensure that the resources required for the quality management system are available
⑥ The importance of effective quality management and compliance with quality management system requirements through communication
⑦ Ensure that the quality management system achieves its expected results
⑧ Encourage personnel to actively participate, guide and support them in making contributions to the quality management system
⑨ Drive improvement
⑩ Support other relevant managers to play a leadership role within their scope of responsibilities
(2) Focusing on customer attention
The top management should demonstrate their customer-centric leadership role and commitment by ensuring the following:
① Determine, understand, and continuously meet customer requirements and applicable legal and regulatory requirements;
② Identify and respond to risks and opportunities that may affect the quality of products and services and enhance customer satisfaction;
③ Always committed to enhancing customer satisfaction.
