某PCBA 生产厂商,确定其从事一款PCBA 焊锡工作的焊工需要有完成该工作并达到规定要求的能力(此能力可以从教育、培训或经验这三个方面进行考量,如“初中以上学历、参加过焊锡培训并取得高级焊工证书、三级标准锡点的PCBA焊锡经验”)。
某外语翻译公司,确定其从事德语同声商务翻译工作的翻译员需要有完成该工作并达到规定要求的能力(此能力可以从教育、培训或经验这三个方面进行考量,如“德语专业本科以上学历、参加过德语同声商务翻译培训、两年以上德语同声商务翻译工作经验”)。

Determine the abilities required of personnel working under their control, as the work they perform affects the performance and effectiveness of the quality management system. For example:



A certain PCBA manufacturer has determined that its welders engaged in a PCBA soldering job need to have the ability to complete the job and meet the specified requirements (this ability can be considered from three aspects: education, training, or experience, such as "junior high school education or above, participating in soldering training and obtaining a senior welder certificate, and having PCBA soldering experience at Level 3 standard tin points").



A foreign language translation company has determined that its translators engaged in German simultaneous business translation work need to have the ability to complete the work and meet the specified requirements (this ability can be considered from three aspects: education, training, or experience, such as a bachelor's degree or above in German major, participation in German simultaneous business translation training, and more than two years of experience in German simultaneous business translation work).

组织可以通过定义职位描述的方法来确定所需具备的能力。
在组织控制下工作的人员可能包括:管理者、现有员工、临时员工、外包人员(如安保公司提供的保安、经纪公司提供的艺人、家政公司提供的保洁员)。

Organizations can determine the required competencies by defining job descriptions.



Personnel working under organizational control may include managers, existing employees, temporary employees, and outsourced personnel (such as security personnel provided by security companies, artists provided by brokerage companies, and cleaners provided by housekeeping companies).



Personnel who undertake any task in the quality management system may directly or indirectly affect the performance and effectiveness of the quality management system

“适用时,采取措施以获得所需的能力,并评价措施的有效性”。_
当组织的人员不满足或不再满足能力要求时,则应采取措施。这些措施可包括,但不限于:指导员工、提供培训、简化过程以使人员能成功完成它、重新分配员工到其他位置、或者聘用或外包胜任的人员。

When applicable, take measures to obtain the required capabilities and evaluate the effectiveness of the measures_



When the personnel of the organization do not meet or no longer meet the ability requirements, measures should be taken. These measures may include, but are not limited to: guiding employees, providing training, simplifying the process to enable personnel to successfully complete it, reassigning employees to other positions, or hiring or outsourcing competent personnel.



The organization should evaluate whether the relevant personnel have acquired the required abilities after taking measures. For example, organizations can ask trained personnel if they believe they have acquired the necessary skills to complete the work; Organizations can conduct exam papers for relevant personnel; Organizations can directly observe the performance of relevant personnel (such as on-site operational assessments); Organizations can check the results of tasks and projects completed by relevant personnel.



Retain appropriate written information as evidence of personnel capabilities. For example, copies of high school graduation certificates, copies of IS09001:2008 internal auditor training certificates, copies of car driving licenses, employee application resumes, training records, and effectiveness evaluation records of training, etc
