本条款的目的是确保组织控制下的人员，包括组织内的人员和组织指定的外部人员（如外包人员）具有相应的质量意识。本条款对树立人员质量意识需包含的内容做了具体描述。

1、组织应使相关人员知晓质量方针、相关的质量目标、自己所从事的工作与组织实现其质量方针和目标的关系，并应知晓他们对质量管理体系应做的贡献，包括绩效改进的益处，以及当他们的质量行为不符合质量管理体系要求时会造成的不良后果。

2、标准强调质量是一种文化，质量意识是组织质量文化建设的核心。为了保证所需要的意识能被理解和保持，组织可以通过一系列措施提高员工质量意识。如领导以身作则、质量通报及奖惩制度、方针和目标的评审会、产品质量评审会、顾客和供应商协调会、相关知识和意识的培训等。

2. Standards emphasize that quality is a culture, and quality awareness is the core of organizational quality culture construction. In order to ensure that the required awareness can be understood and maintained, organizations can improve employee quality awareness through a series of measures. Such as leaders setting an example, quality notification and reward and punishment systems, review meetings for policies and objectives, product quality review meetings, customer and supplier coordination meetings, and training on relevant knowledge and awareness.
